Оборудка команди Галущенка по захопленню потоків «Укренерго» під носом у іноземців

Прямо зараз міністр енергетики Галущенко проводить операцію по одурачіванію іноземних фахівців у складі наглядової ради «Укренерго», щоб вставити туди зрозумілих йому людей із власної екосистеми. В операції навіть зробили англомовний наброс від нардепа Кучеренка.

«Укренерго» довгі роки лишалось більмом на очах улюблених менеджерів Зеленського. Так вже вийшло, що ця держкомпанія давно почала працювати з грошима великих іноземних кредиторів – ЄБРР, ЄІБ, МБРР. І міжнародники вже давно звикли, що «Укренерго» можна давати великі гроші на великі будівництва, і їх не вкрадуть. «Наші гроші» теж неодноразово брали ціни «Укренерго» за приклад для інших (наприклад, «Енергоатом» знову задрав ціни кабелів у 2-2,5 раза порівняно з ринком та «Укренерго»).

Це дістало Галущенка. Бо, з одного боку, шалені мільярди проходять повз касу. А з іншого боку – який приклад «Укренерго» подає іншим? Їхні кошториси – це ж палєво всіх інших!

При цьому топ-менеджмент «Укренерго» був захищений наглядовою радою, в якій більшість – 4 із 7 членів – це іноземні й незалежні фахівці. Ще троє – це представники держави України, тобто люди апріорі залежні у своїх голосуваннях від урядових вказівок Галущенка. Іноземці фактично наглядають, щоб український менеджмент не крав гроші західних донорів. І тому в статуті був запобіжник щодо їхнього домінування. Для обрання нового голови правління «Укренерго» треба було саме 4 голоси. Тобто представники міжнародної спільноти могли обрати керівника без тиску з боку держави.

Наглядовці за результатом попереднього відбору вибрали для фінального визначення переможця трьох кандидатів. Всі троє – із системи «Укренерго». Тобто, як не крути, а це не людина, вирощена в екосистемі Галущенка, якого в енергетику привів зрадник України Андрій Деркач.

І понеслось!

По-перше, Міненерго терміново змінило статут «Укренерго»: тепер для обрання голови правління треба не проста більшість голосів 4 із 7, а 5 членів НагРади. Тобто чотири іноземці вже не можуть нічого самі. Їм треба ще один голос із числа представників держави. Звісно, такий голос отримати фактично неможливо саме через «державний» статус українських членів. А це означає, що іноземці потрапляють в токсичну ситуацію. Якщо вони починають «викобенюватись» для обрання «своєї людини», про це одразу ж розповідають Зеленському. І той з усією своєю органічною нелюбов’ю до Заходу одразу ж розкаже донорам про те, як вони власне й заважають Україні ставати на ноги.

Тож що треба Галущенку для обрання свого кандидата? Правильно, перетягнути на свій бік двох іноземців. А для цього їм треба алібі свідомості. Щоб вони могли у своєму небажанні конфліктувати з владою в принципі чужої їм країни наважитись на голосування за людину Галущенка. І не просто проголосувати, а й пояснити потім свій вибір міжнародним донорам України. Які, нагадаю, дуже добре знають, хто і як в Україні тирить їхні гроші.

По-друге, на підмогу примчав нардеп Кучеренко. Він написав листа Галущенку, перекладеного через Гугль-транслейт англійською  мовою. Тут на чотирьох сторінках назбирано «компромату» на все «Укренерго» за десять років. Тобто саме за той час, коли після Януковича з держкомпанією працювали іноземці, й там формувалась окрема від Галущенка і його атомних менеджерів екосистема.

 Тобто продукт готовий до миттєвого споживання іноземцями. Які справді можуть бути нерозбірливими в почуттях. Тим більше, що лист підписаний не міністром Галущенком, який зі зрозумілих причин асоціюється з владою, яку в парламенті представляє «Слуга народу». Лист підписаний нардепом від «Батьківщини», який був у Тимчасовій слідчій комісії Верховної Ради по справам енергетики. Типу незалежний фахівець.

А те, що Кучеренко вже давно захищає Галущенка в кріслі міністра, те, що «Батьківщина» вступила в колаборацію зі «слугами» по закупівлі рашистських атомних блоків у Болгарії, те, що саме міністерство Галущенка нещодавно влаштувало дуже цікаву монополію розміром під 2 млрд грн на обстеження вентиляційних каналів у квартирах всієї України для фірми екс-менеджера брата Кучеренка, – це ж якісь туземні історії. Їх же англійською мовою їм не перекладали. Тож можна і не знати. І можна проголосувати за «компроміс».

Я таке вже бачив у НАБУ пару років тому. Точно так само ушатували міжнародників, розказували про негатив, який викличе в Офісі президента їхній радикальний вибір, і як добре всі сприймуть вибір когось «нейтрального». І реально ушатали Драго Коса, який до того мав пристойну репутацію (докладніше про скандал тут).

Це я до того, що такий сценарій можливий. І, схоже, саме він реалізовується в «Укренерго». Тож я переклав листа Кучеренка назад на українську і почитав, які ж гріхи шиють «укренергетикам».

Це кров з очей))))

Бо виявилось, що саме «Укренерго» винне в тому, що влада України з моменту першого нападу Путєна в 2014 році й з моменту повномасштабного вторгнення у лютому 2022 року не наробила захисту для свого господарства. Тобто два Верховні Головнокомандувачі поспіль не приймали ніяких стратегічних рішень, а винні енергетики.

Ба більше, Кучеренко звинуватив саме «Укренерго» в тому, що Путєн розвали ракетами купу підстанцій та електростанцій восени 2022 року, і країна пару днів була на межі блекауту.

Ну і моє улюблене, те, в чому я вже трохи розуміюсь, – про будівництво захисту підстанцій))

Тоді, восени 2022 року під час масштабних обстрілів енергетики будівельний міністр Кубраков домовився із Зеленським про виділення десятків мільярдів гривень на будівництво гігантських підземних сховищ. Угоди роздали тоді улюбленим фаворитам зрозумілого Кубракову «Укравтодору». І до їх числа включили ще й досить нову фірму «Техномайн-інжиніринг» із групи Костянтина Караманіца.

Караманіц – це бізнесмен із рідного президенту Кривого Рогу; він почав входити в силу після перемоги Зеленського на виборах. Із нардепом від «Кварталу-95» Юзіком він навіть почав будівництво у Кривому Розі футбольного клубу, «великі будівельники» Юрія Голика і Кирила Тимошенко терміново запхали реконструкцію місцевого стадіону в кошторис «Великого будівництва». А вже після вторгнення Караманіц засвітився з обраними лідерами картелю на зустрічі з Зеленським. Тобто цілком зрозуміло, що кошториси підстанцій надували в абсолютно іншому місці. І я нещодавно першим в Україні оприлюднив різницю в цінах антишахедних захисних споруд між підрядами «Укренерго» і Держвідновлення – у фаворитів Кубракова-Найєма вийшло вдвічі-втричі дорожче.

Але Кучеренко зумів натягнути сову звинувачень на глобус хворої голови:

«Відверто незрозумілою є абсолютно пасивна позиція керівництва НЕК «Укренерго» щодо будівництва захисних споруд ІІІ рівня. По суті, керівництво компанії просто самоусунулося від цього процесу, створивши ситуацію повної відсутності контролю за цим процесом, що призвело до масштабних зловживань через значно завищений кошторис (подекуди в 3-4 рази), бездумного витрачання величезних сум коштів державного бюджету – близько 20 млрд грн».

Побачили, як нардеп зумів обійтись взагалі без згадки тих замовників і підрядників, які й надули ті кошториси?

Galushchenko’s team’s deal to seize Ukrenergo’s flows under the noses of foreigners

“For many years, Ukrenergo has been a thorn in the side of Zelenskyy’s favorite managers. It just so happened that this state-owned company started working with money from large foreign lenders – the EBRD, EIB, IBRD – a long time ago. And the international community has long been accustomed to the fact that Ukrenergo can be given large sums of money for large-scale construction projects, and they will not be stolen. “Nashi Hroshi has also repeatedly used Ukrenergo’s prices as an example for others (for example, Energoatom again raised the price of cables by 2-2.5 times compared to the market and Ukrenergo).

This got Galushchenko angry. Because on the one hand, billions of dollars are passing by the cash register. And on the other hand, what kind of example does Ukrenergo set for others? Their estimates are the fuel of all others!

At the same time, the top management of Ukrenergo was protected by the Supervisory Board, in which the majority – 4 out of 7 members – are foreign and independent experts. Three more are representatives of the Ukrainian state, i.e. people who are a priori dependent on Galushchenko’s governmental instructions in their voting. The foreigners are actually making sure that the Ukrainian management does not steal money from Western donors. That is why the charter had a safeguard against their dominance. To elect a new chairman of the board of Ukrenergo, four votes were needed. That is, representatives of the international community could elect the head without pressure from the state.

Based on the results of the preliminary selection, the supervisors chose three candidates for the final selection. All three came from the Ukrenergo system. That is, no matter how you slice it, this is not a person raised in the ecosystem of Galushchenko, who was brought to the energy sector by the traitor to Ukraine, Andriy Derkach.

And then it started!

First, the Ministry of Energy urgently changed the charter of Ukrenergo, so that now the election of the chairman of the board requires not a simple majority of 4 out of 7 votes, but 5 members of the National Council. That is, four foreigners can no longer do anything on their own. And they need one more vote from among the state representatives. And of course, it is virtually impossible to get such a vote there because of the “state” status of the Ukrainian members. This means that foreigners find themselves in a toxic situation. If they begin to “cobble together” to elect “their man,” they immediately tell Zelenskyy about it. And he, with all his organic dislike for the West, will immediately tell donors how they are actually preventing Ukraine from getting back on its feet.

So what does Galushchenko need to get his candidate elected? That’s right, he needs to get two foreigners on his side. And for this, they need an alibi of consciousness. So that they could, in their unwillingness to conflict with the authorities of a country that is basically alien to them, decide to vote for Galushchenko. And not just to vote, but also to explain their choice to Ukraine’s international donors. Who, let me remind you, know very well who and how their money is being stolen in Ukraine.

Second, MP Kucherenko came to the rescue. He wrote a letter to Galushchenko, translated into English via Google Translate. It contains four pages of “dirt” on all of Ukrenergo over the past ten years. That is, during the time when foreigners worked with the state-owned company, and an ecosystem separate from Halushchenko and his nuclear managers was formed. That is, the product is ready for instant consumption by foreigners. Who may indeed be indiscriminate in their feelings. Moreover, the letter is not signed by Minister Galushchenko, who is obviously associated with the government represented in the parliament by the Servant of the People party. The letter was signed by a Batkivshchyna MP who was a member of the Verkhovna Rada’s Temporary Investigation Commission on Energy.

And the fact that Kucherenko has long been defending Galushchenko as minister, the fact that Batkivshchyna has entered into a collaboration with the “servants” to purchase racist nuclear units in Bulgaria, the fact that it was Galushchenko’s ministry that recently arranged a very interesting monopoly worth 2 billion hryvnias for the inspection of ventilation ducts in apartments throughout Ukraine for the company of the ex-manager of Kucherenko’s brother – these are some kind of local stories. They were not translated into English. So you don’t have to know. And you can vote for a “compromise”.

I saw this happen in NABU a couple of years ago. They were talking about the negative impact that their radical choice would have on the President’s Office, and how well everyone would accept the choice of someone “neutral”. And they really hurt Drago Kos, who had a decent reputation before (read more about the scandal here).

My point is that such a scenario is possible. And it seems that it is being realized at Ukrenergo. So I translated Kucherenko’s letter back into Ukrainian and read what sins are being sewn up for Ukrenergo.

Because it turned out that it was Ukrenergo that was to blame for the fact that the Ukrainian government had not protected its economy since Putin’s first attack in 2014 and since the full-scale invasion in February 2022. In other words, two Supreme Commanders-in-Chief in a row have not made any strategic decisions, and the energy sector is to blame.

Moreover, Kucherenko blamed Ukrenergo for the fact that Putin destroyed a bunch of substations and power plants with missiles in the fall of 2022 and the country was on the verge of blackout for a couple of days.

And my favorite, this is something I know a little bit about – the construction of substation protection)) Then in the fall of 2022, during large-scale shelling of the energy sector, Construction Minister Kubrakov agreed with Zelensky to allocate tens of billions of hryvnias for the construction of giant underground storage facilities. The contracts were then handed out to Kubrakov’s favorite favorites, Ukravtodor. They also included a fairly new company, Technomain-Engineering, from the group of Konstantin Karamanets. He is a businessman from the president’s hometown of Kryvyi Rih, and he began to come into his own after Zelenskyy’s election victory. Together with the MP from “Kvartal-95” Yuzik, he even started the construction of a football club in Kryvyi Rih, and the “big builders” Yuriy Holyk and Kyrylo Tymoshenko urgently shoved the reconstruction of the local stadium into the budget of the Big Construction. And after the invasion, Karamanits was seen with the elected cartel leaders at a meeting with Zelensky. So it is quite clear that the substation estimates were inflated in a completely different place. And I was the first in Ukraine to recently publish the difference in prices of anti-shakedown protective structures between Ukrenergo and State Restoration contracts – the Kubrakov-Nayyem favorites were three times more expensive.

But Kucherenko managed to pull the owl of accusations onto a globe of sick logic:

“The absolutely passive position of the management of NPC Ukrenergo regarding the construction of level III protective structures is frankly incomprehensible. In fact, the company’s management simply withdrew from this process, creating a situation of complete lack of control over this process, which led to large-scale abuses due to significantly overestimated estimates (sometimes by 3-4 times), thoughtless spending of huge amounts of state budget funds – about UAH 20 billion.”

Did you see how the MP managed to avoid mentioning the customers and contractors who inflated those estimates?
