Центр ендокринології «зрізав» три фірми з тендеру на 700 млн і тепер має відхилити наступну за ті самі претензії
ДНП «Український науково-практичний центр ендокринної хірургії, трансплантації ендокринних органів і тканин Міністерства охорони здоров’я України» оголосив три тендери на капітальний ремонт приміщень 1-9 поверхів та реконструкцію будівлі загальною вартістю 2,30 млрд грн. Про це повідомляється у системі «Прозорро».
Роботи будуть фінансуватися коштами Євросоюзу у межах програми Ukraine Facility.
У тендері на реконструкцію будівлі вартістю 701,13 млн грн змагалися п’ять компаній: «Автомагістраль-Захід», «Ріола-Модуль ЛТД», «Укрбудінжинірінг», «Консалтинг-Буд» і «Будівельна компанія «Статус Лідер».
Три з них були відхилені:
- «Автомагістраль-Захід» не виправила помилки у своїй тендерній пропозиції після розкриття документів, тому її пропозицію відхилили.
- «Ріола-Модуль ЛТД» запропонувала встановити компресор Ekomak DMD 75 С турецького виробництва. Оскільки Туреччину не включено до переліку країн, з яких дозволено закуповувати обладнання в межах програми Ukraine Facility, пропозицію також відхилили.
- «Укрбудінжинірінг» подала довідку про ступінь локалізації теплового насоса МАХА i-HPV5Н, але відсотки в документі не збігалися з інформацією на порталі Уповноваженого органу — через цю невідповідність компанію також відсторонили від участі.
Наразі замовник розглядає тендерну пропозицію четвертого учасника – компанії «Консалтинг-Буд». Проте її пропозицію також мають відхилити. Компанія пропонує встановити компресор Ekomak DMD 75 С, вироблений у Туреччині, яка не входить до переліку країн, з яких дозволено постачати обладнання в межах цієї закупівлі. Такий же компресор пропонувала «Ріола-Модуль ЛТД».
Відтак залишається п’ятий учасник – «Будівельна компанія «Статус Лідер» із найдорожчою ціновою пропозицією.
У іншому тендері Центру ендокрінології на капітальний ремонт 6-9 поверхів будівлі з очікуваною вартістю 569,09 млн грн вже оприлюднено повідомлення про намір укласти договір із компанією «Консалтинг-Буд». Вона запропонувала виконати роботи за 350 млн грн, що на 38% менше від очікуваної суми.
Київською «Консалтинг-Буд» володіє та керує львів’янка Любомира Кожушко. Раніше вона подавала декларацію як замначальника Управління адміністративними будинками Управління справами Апарату Верховної Ради України. За даними аналітичної системи «YouControl», раніше засновниками були киянин Віктор Іваниця і ТОВ «Інтелконсалтинг» киян Сергія Артюшенка, Андрія Кузнєцова та Олександра Омельченка.
Фірма відома у тому числі через скандальний тендер на капітальний ремонт ліцею «Михайлівський» в Одесі. У серпні 2024 року Одеська міськрада уклала з нею договір на суму 32,54 млн грн, що включає, зокрема, заміну вікон. Однак навесні того ж року вікна в цьому ліцеї вже були замінені за кошти благодійного фонду «Леруа Мерлен Солідарність» . Особливу увагу привернула ціна металопластикових вікон – 11 217 грн/кв. м, що значно перевищує ринкові ціни.
З 2017 року «Консалтинг-Буд» отримала державних замовлень на 344,21 млн грн, найбільше у Вишневої міськради під Києвом.

The Endocrinology Center “cut” three companies from a 700 million tender and now has to reject the next one for the same reasons
The Ukrainian Scientific and Practical Center for Endocrine Surgery, Transplantation of Endocrine Organs and Tissues of the Ministry of Health of Ukraine has announced three tenders for the overhaul of the premises on floors 1-9 and the reconstruction of the building with a total cost of UAH 2.30 billion. This was reported in the Prozorro system.
The work will be financed by the European Union under the Ukraine Facility program.
Five companies competed in the tender for the reconstruction of the building worth UAH 701.13 million: Avtomagistral-Zakhid, Riola-Modul LTD, Ukrbudinzhining, Consulting-Bud, and Status Leader Construction Company.
Three of them were rejected:
• Avtomagistral-Zakhid did not correct errors in its tender proposal after the documents were disclosed, so its proposal was rejected.
• Rioola-Modul LTD proposed to install a Turkish-made Ekomak DMD 75 C compressor. Since Turkey is not included in the list of countries from which it is permitted to purchase equipment under the Ukraine Facility program, the proposal was also rejected.
• Ukrbudengineering submitted a certificate of the degree of localization of the MAHA i-HPV5H heat pump, but the percentages in the document did not match the information on the Authorized Body’s portal — due to this discrepancy, the company was also excluded from participation.
Currently, the customer is considering the tender proposal of the fourth participant, Consulting-Bud. However, its proposal is also likely to be rejected. The company proposes to install an Ekomak DMD 75 C compressor manufactured in Turkey, which is not included in the list of countries from which equipment may be supplied under this procurement. The same compressor was offered by Riola-Modul LTD.
This leaves the fifth participant, the construction company Status Leader, with the most expensive price offer.
In another tender by the Endocrinology Center for the overhaul of floors 6-9 of the building with an expected cost of UAH 569.09 million, a notice of intent to conclude a contract with Consulting-Bud has already been published. It offered to perform the work for UAH 350 million, which is 38% less than the expected amount.
Kyiv-based Consulting-Bud is owned and managed by Lviv native Lyubomyra Kozhushko. She previously filed a declaration as deputy head of the Administrative Buildings Department of the Administrative Office of the Verkhovna Rada of Ukraine.
According to the YouControl analytical system, the previous founders were Kyiv resident Viktor Ivanitsa and Intelconsulting LLC, owned by Kyiv residents Serhiy Artyushenko, Andriy Kuznetsov, and Oleksandr Omelchenko.
The firm is also known for its controversial tender for the major renovation of the Mykhailivsky Lyceum in Odesa. In August 2024, the Odessa City Council signed a contract with it for UAH 32.54 million, which included, in particular, the replacement of windows. However, in the spring of the same year, the windows in this lyceum had already been replaced with funds from the Leroy Merlin Solidarity Charitable Foundation. Particular attention was drawn to the price of metal-plastic windows – UAH 11,217/sq. m, which significantly exceeds market prices.
Since 2017, Consulting-Bud has received state orders worth UAH 344.21 million, most of which were from the Vyshneve City Council near Kyiv.
